Every Voice - Hawaiʻi

Every Voice Hawaiʻi was founded in the spring of 2020 when the first Every Voice Hawai’i bill was filed in the HI legislature. Every Voice bills HB554 and HB580 were refiled in 2023 and were signed into law in June of the same year.

On June 14th Governor Josh Green signed Every Voice bills HB554 & HB580 into law!

What do the Hawaiʻi Every Voice laws do?

HB554 enacts comprehensive measures to combat sexual violence and support survivors studying at Hawaiʻi’s private, public, and community colleges and universities. Specifically, the legislation will ensure:

  1. Amnesty protections for reporting parties who violate school code of conduct at the time of the assault(s)

  2. Universal, evidence-based annual prevention and response training for employees and students and trauma-informed training for staff involved in the university disciplinary process

HB580 expands victim-counselor privilege to include confidential advocates employed by the University of Hawaiʻi so they can confidentially inform parties on options for reporting, available services, and resources and can assist in coordinating supportive measures
